Q. What’s the difference between an operating levy and a bond?
A. A bond issue is used when a school district wants to borrow money for major school repairs or to purchase large amounts of equipment. This loan is paid off over time using funds that can only be used for the purpose of paying off debt. An operating tax levy provides funding for the ongoing day-to-day operations of our schools, such as paying staff and educating students.

Q. When was the last operating levy passed? What about the last bond issue?
A. The last operating levy passed by the voters of our district was in April 2001. The last bond issue passed three years ago in 2007.

Q. Aren't all the MRH buildings brand new or renovated?
A. It is true that MRH has improved its facilities tremendously, there are still areas that need to be repaired or upgraded to ensure safety, accessibility and efficiency. Click here for a detailed list of projects.

Q. What would happen if the Propositions don’t pass?
A. If both, or either, of these propositions don’t pass, the Board of Education will need to make tough decisions on trimming the budget to avoid being taken over by the state. While the Board hasn’t made any specific decisions yet, the following is a list of items considered likely to be cut or scaled back:

  • High school athletics
  • Technology program
  • Teaching positions, which will result in larger class sizes

Q. How does the tax rate in the Maplewood Richmond Heights School District compare to other districts in St. Louis County?
A. The Maplewood Richmond Heights School District receives fewer funds from local taxes than the average district in St. Louis County. In fact, MRH is in the bottom third.

Q. What about state or federal funding? Didn’t the schools get funds from the stimulus package?
A. The MRH School District receives only 8% of its revenues from the State of Missouri, 7% from the federal government, and 1% from St. Louis County, leaving 84% of the District’s budget being funded locally. While the District did receive funds from the American Reinvestment and Recovery Act (2009), the amount was less than 1% of the budget. This means the people primarily responsible for educating our children are the citizens of the Maplewood Richmond Heights School District.
